Bill Love

Bill is Chief Executive Officer of BioStar Renewables. An electrician by trade, Bill is an entrepreneur with over 35 years of professional experience in electrical, energy, construction, project development and financing as well as an active investor and advisor to many management teams — working with over a dozen companies through his venture funds. Bill is Founder Emeritus in his original company, Faith Technologies; a top 10 U.S. electrical contractor. Bill is also a major partner in E Light Electric, an electrical / solar EPC contractor that's built over 2GW of solar installations. In 2009, Bill utilized his expertise in the renewable industry, electrical & solar construction, energy and project financing to consolidate efforts into the BioStar Renewables family.

Since BioStar’s founding in 2005, our focus has been on building energy solutions that deliver long-term performance and operational value. My background in the electrical industry shaped BioStar’s evolution—from early work in solar and efficiency projects to today’s fully integrated energy services platform.

Through partnerships, disciplined investment, and technical expertise, BioStar has grown into a company that develops, owns, and operates energy assets across multiple technologies. While our scope and scale have expanded, our priorities remain consistent: technical excellence, responsible capital deployment, and long-term partnerships with our customers.

As energy markets continue to evolve, BioStar remains committed to helping organizations navigate complexity with clarity—deploying cost-effective, resilient energy infrastructure designed to perform over decades.

David Smart

David is Chief Commercial Officer and oversees the origination and strategic development of renewable energy and power generation assets as well as financing offerings across all BioStar sectors. With an extensive understanding of state/federal policy and incentives, David spearheads complex opportunities, helping his team navigate high-level negotiations, while delivering maximum value to customers in the public and private sector. David prides himself on helping customers take control of their energy outlay and greenhouse gas emissions.

Andy is Sr. Vice President of Underwriting for BioStar’s renewable energy assets, providing strategic guidance to all facets of renewable energy projects, from pre-development through installation and asset management. Andy’s extensive knowledge in construction management provides the broader team with a tremendous amount of counsel and expertise when evaluating design and engineering systems.

Jeff Quillen

Jeff is Vice President of Accounting directing all accounting operations of the company to ensure that reported financial results comply with generally accepted accounting principles or international financial reporting standards.  He is also responsible for cash and risk management.
Jeff has held positions of increasing responsibility, most recently as Controller for a company managing 30+ commercial properties.  He has expertise in data modeling for new investment opportunities and in creating and implementing company-wide and accounting department policies. Jeff is a CPA and has a B.S. degree in Accounting.

She has extensive experience with supervising teams, improving day-to-day workflow efficiency on multiple projects, project management, logistical organization, and financial planning. Her exposure to many management roles has given her the ability to take on any project that is thrown her way.

Avi Frohlichman is a renewable energy executive with deep expertise in commercial solar development, investment, and M&A. As Director of Business Development at BioStar Renewables, he drives strategic partnerships and project growth across C&I, community solar, and the Distributed Generation markets. Previously, Avi led national business development efforts at Sunlight Energy Investments, securing 41MW of operating assets and building a 2GW+ pipeline. His background also includes renewable-focused advisory work at Pacifica Advisors and co-founding Endeavor Bank, a local community business bank, where he specialized in financial solutions for clean energy clients. With over two decades of experience, Avi brings a unique blend of strategic deal-making and sector-specific insight to accelerate the energy transition.

Justin is Project Development Manager for BioStar and supports the pre-development of solar, energy storage, and microgrid projects nationwide for BioStar. With more than twelve years of experience in greenfield renewable energy development, he has led projects from early site control through permitting and construction readiness across multiple U.S. markets, contributing to over 500 MW of fully contracted and constructed assets. Justin brings a disciplined, analytical approach to delivering buildable, financeable projects that create long-term value for customers and stakeholders.

Her responsibilities include overseeing accounts payable and receivable, job costing, treasury management, tax compliance, financial reporting, and supporting various financial projects. With a Bachelor's degree in Accounting from UMKC and extensive experience in accounting administration, client services, and operations, Kelli excels in A/R projections, vendor relationships, strategic partnerships, and content marketing. Proficient in Microsoft Power BI, active listening, and strategic thinking, she effectively contributes to financial accuracy, compliance, and business growth.

Amyr coordinates and supervises subcontractors, field engineers, and trade labor teams to deliver projects that meet BioStar's high standards and adhere to all safety regulations. By proactively addressing any field issues and coordinating with owners, architects, and engineers, Amyr ensures projects remain on track, efficiently tackling any challenges as they arise.

Westtown School Solar Project
The system spans approximately 8 acres and consists of a 2.013 MW DC (1.5 MW AC) solar field designed to provide a substantial portion of the campus’s electricity needs. Once operational, the project is expected to generate more than 3 million kWh of clean energy annually, offsetting roughly 90% of Westtown School’s electricity usage.
