DTE Energy will issue an RFP on August 11 seeking 800 MW of wind and solar capacity from projects across nine MISO states, not just Michigan. The procurement is tied to DTE's voluntary MIGreenPower program, with commercial operation required by the end of 2030. According to PV Magazine USA, this appears to be the first time DTE has looked outside its home state to supply that program.

For developers and corporate energy buyers watching the MISO region, that's worth paying attention to.

What DTE Is Actually Asking For

The RFP targets utility-scale wind and solar projects that can reach commercial operation by December 31, 2030. The 800 MW ask is substantial, and the eligible geography covers specific MISO zones across nine states: Arkansas, Illinois, Iowa, Michigan, Minnesota, Mississippi, Missouri, Texas, and Wisconsin. Projects interconnected to DTE's own distribution or sub-transmission system also qualify.

MIGreenPower is a voluntary green tariff program. Customers opt in to source a portion of their electricity from renewable energy, and DTE needs supply to back those commitments. Expanding the procurement geography suggests the utility either sees stronger project economics or faster timelines outside Michigan, or it simply couldn't find enough qualified in-state supply to meet growing program demand. Probably some of both.

Either way, the decision to open the procurement to the broader MISO region is a meaningful policy shift. It widens the competitive field considerably.

Why This Matters for the MISO Development Pipeline

MISO has spent the last few years under scrutiny for its interconnection queue backlogs. The region processes projects in tranches, and developers have watched timelines stretch under the weight of a queue that reached unprecedented volumes in the early 2020s. MISO has been reforming its interconnection process to work down that backlog, but projects entering today still face meaningful development risk.

A committed utility buyer changes the calculus. When a developer can point to a signed offtake agreement or a competitive RFP award from a creditworthy counterparty like DTE, project financing becomes more accessible. Lenders want revenue certainty, and a voluntary green tariff procurement from a regulated utility provides a relatively clean path to it.

For developers with projects in advanced development stages across Illinois, Iowa, Wisconsin, Minnesota, or the other eligible states, this RFP represents a real demand signal from a buyer with program obligations to meet. That's different from speculative merchant development.

The 2030 COD Requirement Is the Critical Constraint

The end-of-2030 commercial operation date is the most important number in this RFP. From a development standpoint, that timeline is tighter than it looks.

A utility-scale solar project moving from early development through interconnection, permitting, financing, and construction realistically takes three to five years in most MISO markets. Projects that don't already have meaningful progress on interconnection studies and site control are going to struggle to meet a 2030 COD. MISO's interconnection queue reforms may improve predictability, but they don't compress timelines overnight.

This means the developers most likely to compete successfully for DTE's capacity are those already holding queue positions and site control in MISO states, not those starting fresh today. If you're in development in one of the eligible states, your current queue position is suddenly more commercially relevant than it was last quarter.

For projects that are stuck or at risk of dropping out of the queue, this RFP is a reason to take a hard look at what it would take to accelerate. A committed offtake path often unlocks the development capital needed to do exactly that.

What Corporate Buyers Should Take from This

DTE's MIGreenPower program exists because corporate and industrial customers are paying to participate. The utility issuing this RFP is, in part, a response to demand from its own large commercial and industrial customers who have made renewable energy commitments and need DTE to back them up with real supply.

That dynamic is increasingly common across regulated utility markets. Voluntary green tariffs, Renewable Energy Tariffs (RETs), and green pricing programs are how many C&I buyers in vertically integrated markets access renewable energy without going the direct PPA or behind-the-meter route. And as corporate sustainability commitments deepen, utilities are being pushed to expand and improve those programs.

The lesson for corporate buyers isn't that DTE is doing something unique. It's that the supply procurement decisions utilities make today will determine what's available through voluntary programs in three to five years. If your organization is enrolled in or considering a utility green tariff program, understanding how and where the utility sources that supply is relevant to your own reporting, additionality claims, and long-term program confidence.

Buyers with real leverage, typically large energy consumers, should be asking their utilities directly: where is the supply coming from, when does it come online, and can we participate in shaping procurement priorities?

Planning Now for a 2030 Market

The capacity that comes online at the end of this decade is largely a product of development decisions, interconnection filings, and offtake structures being put in place today.

For corporate buyers relying on utility programs for part of their renewable portfolio, it's worth asking whether the supply backing those programs will meet your additionality and timeline expectations.
